Pc stuttering when downloading

I'm now sharing a kbit/sec connection with a friend of mine. We figured limiting the network usage of each PC to roughly 1,0 mb/sec (getting at least 1,2 mb/sec download out of the 2,0 mb/sec promised) should allow the other one to play without any lag.
